Programme overview
The public sector is vital because it provides essential services, implements policies, regulates markets and ensures social welfare and stability. This has a direct impact on citizens’ quality of life and the functioning of society. KTU’s four-year double degree programme in Public Policy and Administration provides students with a solid foundation in public policy and public administration. This enables them to critically examine complex societal issues and formulate well-grounded, evidence-based decisions in both national and international contexts. Students become specialists with knowledge of public policy and administration, providing opportunities to pursue a career in NGOs or other organisations involved in public policy-making, public administration and public sector projects.
The study programme will be implemented subject to approval by the Ministry of Education, Science and Sport.

Programme Structure
This double-degree programme integrates political science and public administration, providing you with the expertise to analyse complex societal challenges and implement effective public policies. You will:
- develop problem-solving, communication and critical thinking skills;
- develop expertise in public policy making, administration, and analysis, enabling you to design, implement, and assess policy agendas that ensure transparency, social inclusion, and crisis resilience;
- master the use of evidence-based methods and data analysis tools (such as SPSS and MAXQDA) to propose innovative, scientifically grounded solutions for the public sector;
- enhance practical skills through a product development challenges and professional internships, applying your policy analysis and administrative knowledge to real-world challenges in public institutions and NGOs.
Admission requirements
Funding opportunities
All international students automatically become candidates to receive the Scholarship for International Students, which is assigned for first-year Bachelor or Master students with strong academic records and motivation.
The residents of European Union countries and the global citizens of Lithuanian origin can apply for state-funded study places. This means that all the applicants, who fall into one of the aforementioned categories, will participate in the general admission’s competition for state-funded study places and get the chance to study free of charge, depending on their admission score.

Campus life
The main KTU Campus is within walking distance from the city centre. In the campus, university sports halls and courts, dormitories, shops and recreational areas are all nearby. KTU boasts the active student community, with 6 art societies and over 20 students’ organisations. Our students can choose from 100 weekly sports classes, and join one of 20 sports teams. All of this is free of charge.
Over 40 thousand students study in Kaunas, and of these, around 10% are international students. Lush parks, lively squares, cosy cafes and buzzing cultural life make Kaunas attractive not only as a travel destination but also as a place to live.
