State Support for Lithuanians from Abroad – Autumn 2026

The State Studies Foundation (Valstybinis studijų fondas) has opened applications for state support for Lithuanians from abroad studying at Lithuanian higher education institutions.

Applications for support for the 2026 autumn semester may be submitted from 10 September to 10 October 2026.

Who can apply?

State support may be awarded to:

  • Lithuanians from abroad who completed their secondary education under the education programmes of foreign countries or international organisations; or
  • Lithuanians from abroad who completed their secondary education in Lithuania, lived abroad for at least three years and, after arriving in Lithuania, began studying in grades 8–10 or gymnasium grades I–IV.

Applicants must also:

  • be admitted to short-cycle, first-cycle, integrated, second-cycle or third-cycle studies at a Lithuanian higher education institution; and
  • have no outstanding academic requirements. This condition does not apply to students applying only for a social allowance.

Support is not available to students studying the official language or languages of the country from which they came to Lithuania.

Support is awarded through a competitive procedure and is subject to the availability of state funding.

Types of support

Lithuanians from abroad may receive one or both types of support:

1. Scholarship

The monthly scholarship is equal to 3.25 basic social benefits (BSB).

The scholarship is awarded for one study semester, including the holiday period, but no longer than until the end of the student’s studies. It is paid monthly.

2. Social allowance

The social allowance is a one-off payment granted according to the applicant’s social circumstances:

  • EUR 319 is awarded to students aged 25 or younger whose both parents, sole parent or guardians are deceased;
  • EUR 232 is awarded to students with a participation level of 45 per cent or lower, a work capacity level of 45 per cent or lower established by 31 December 2023, or a severe or moderate level of disability.

How to apply

Applications must be submitted no later than 10 October 2026.

1. Submit an online application

Complete and submit the application through the State Studies Foundation’s “Parama” information system.

Applicants can access the system using electronic banking or an electronic identification or signature service.

2. Provide supporting documents if requested

The State Studies Foundation obtains information about the applicant’s residence abroad and secondary education from Lithuanian state registers.

If the required information is unavailable or insufficient, first-time applicants may be asked to provide supporting documents:

  • Lithuanian citizens may be asked to submit documents confirming that they meet the eligibility requirements;
  • foreign nationals may be asked to submit a copy of a document issued by a Lithuanian community or another institution confirming their Lithuanian origin.

Any documents requested by the State Studies Foundation must be submitted by the application deadline.

3. Provide documents for a social allowance

Applicants seeking a social allowance must submit documents confirming that they meet one of the applicable social allowance criteria, unless the State Studies Foundation indicates that these documents are not required.

These may include documents confirming the death of parents or guardians, participation level, work capacity or level of disability.

4. Translate and certify documents issued abroad

All documents issued by foreign authorities and submitted to the State Studies Foundation must be:

  • translated into Lithuanian; and
  • legalised or certified with an Apostille.

This requirement does not apply where otherwise provided by international agreements of the Republic of Lithuania or European Union legislation.

If your identity cannot be verified electronically

If the applicant’s identity cannot be verified through the electronic identification system, the applicant or their authorised representative must visit the State Studies Foundation by the application deadline to:

  • present a valid identity document;
  • complete the application through the Foundation’s information system; and
  • provide any required supporting documents.

An authorised representative must also provide an authorisation certified in accordance with the applicable legal requirements.

What happens after you apply?

Within three working days after the application deadline, the applicant’s higher education institution will provide the State Studies Foundation with:

  • confirmation that the applicant is a student at the institution;
  • the start and end dates of the semester, including holiday periods, or the expected graduation date for final-year students;
  • information about any outstanding academic requirements;
  • the student’s level of academic achievement.

If documents have been submitted incorrectly or there are discrepancies between the application and the supporting documents, the State Studies Foundation will inform the applicant through the “Parama” system or by email. The applicant will then have three working days to provide documents confirming the accuracy of the information in the application.

The Director of the State Studies Foundation will decide whether to award support no later than 10 working days after the application deadline.

Applicants will be informed of the decision within three working days through the “Parama” system or by email using the address provided in their application.

Payment of support

Scholarships are paid monthly. The scholarship for the first month of the semester and any social allowance awarded will be paid within 10 working days of the decision to grant support.

Support is paid into the bank account specified in the application. The account must have an IBAN and be held with a credit or payment institution registered in a country belonging to the Single Euro Payments Area (SEPA).

Legal basis

Support is granted in accordance with the Rules for Granting Support to Lithuanians from Abroad Studying at Higher Education Institutions in the Republic of Lithuania, approved by Order No. V-871 of the Minister of Education, Science and Sport of the Republic of Lithuania of 14 August 2024, as amended.
